MANIMALA FORMULAS

Lone Sikh seat will be accessible only to non-Sikhs.

Distant Neighbors: Five parliament seats reserved in the large states (rotational) for distant seats. UP’s single reserved seat will be closed to natives and neighbor states. However, a Delhi Malayali can’t contest Kerala’s lone reserved seat. Viva linguistic harmony and national integration.
But reservation is very bad for a meritocracy. They should be modified or discarded every five year.

Had Vajpayee sacked Narendra Modi, Muslims would have suffered more. When Christians persecuted in Gujarat, there was huge uproar. Yes. Bad Muslims exist. But what about thousand of innocent Muslims. Isn’t there bad Hindus, Christians and Sikhs?
George Bush Sr and Kennedy didn’t hesitate to sent federal troops to troubled areas. To prevent future Godhras we should have a Federal Administrator’s post with overriding, compelling powers with two safe guards. PM should consult opposition leader. One third of chief ministers must demand federal rule. Federal administrator’s term should be for three months only. Military, civil services and central agencies should lend him their full support in the troubled area in these period. To assist Federal Administrator, a brilliant interagency coordinator too should be appointed.
We see our paramilitary forces, even the RAF is useless in internal riots. They often terrorize and persecute the victims. Like America’s National Guard, we can use territorial army in future to handle riots.
As an emerging superpower, we must adopt the best of USA and USSR. Except strategic matters, India should copy European Union’s policy. American views are monolithic and absolutist. EU is about India’s with size and has one third of our population. Like India, they have cultural, linguistic diversity and unity.
Even with geographical proximity and full backing of one super power, America, and four medium powers, China, Iran, Pakistan and Saudi Arabia, Mojahiddeen couldn’t pull off a devastating 9/11 type attack against USSR or for that matter, against Russia.
In 1979, after the successful capture of American embassy, Teheran pondered taking on the Bear. Kremlin warned, “If you lay a finger on our embassy, ten Ayatollahs will die suddenly.” Iran backed off. 1984, Islamic terrorists hijacked and cruelly killed one out of three Soviet diplomats in the Middle East. Russians got the last laugh. Americans had to eat humble pie and seek Russian aid in anthrax cure, bomb detection, satellite imagery and intelligence. Years after Aldrich amess spy scandal, Robert Hanssen deal another blow to American arrogance.
Only after soviet break up America know Russians prepared Third World War plans against war hungry Reagen. They had computerized doomsday war command and better Stars Wars program. Russia outwit America in international oil scene, weapon sale, chicken sale, steel and post Taliban administration.
Did Chinese supply satellite photos of world trade center, Pentagon and White House to Bin Laden? In 1998, Chinese studied unexploded American missiles in Afghanistan. Do Israel possessed early knowledge about 9/11 attack? Is Bin Laden in China? Did India test her missiles and bombs inside Russia from 1975-86? We may never know.
